docs/LICENSEanddocs/CHANGES.rstto main directory with additional rename of laterCurrent location comes from ancient times and is not being understood well by GitHub and does not appear in About section, and similar for changes file, conventional location will help folks using tools like dependabot, since it will show changelog in PRs when proposing version bumps.
