Still some issues in the CI.

• Fix npm caniuse socket timeout:

25hnpm ERR! code ERR_SOCKET_TIMEOUT
npm ERR! network Socket timeout

• Sometimes the failure is due to many response code 0 errors. This might be related to concurrency:
  External link https://pre-v1-41.kiali.io/documentation/v1.36 failed: got a time out (response code 0) (status code 0)
  We can use the hydra concurrency settings, but at the moment with this I'm receiving a runtime error. Opened issue: Runtime error with cache and hydra arguments gjtorikian/html-proofer#779

• Fix deprecated github actions:
