Currently, SET OF serializes the same (for uper) as SEQUENCE OF, which reflects the BASIC-PER (ITU-T X.691 | ISO/IEC 8825-2[, 22.2). For CANONICAL-PER (ITU-T X.691 | ISO/IEC 8825-2, 22.1), the content must re-ordered to appear ascending before serializing.
