what about ripping off the CPL text too, since it's obsolete now? +1 for the change after this |

We do still have a couple libraries in our repository that are CPL -- namely "emma" and "junit" -- so we might as well leave CPL text in place. |

The existing COPYING file contains full text of several relevant licenses. This commit adds the full text of the Eclipse Public License, which feels like the right thing to do.
