There is a CVE open that was fixed by #1327, which was shipped with joblib 1.2. As noted in scikit-learn/scikit-learn#24401 (comment), it is too early to bump scikit-learn minimal version for joblib to 1.2.

scikit-learn likely requires a joblib 1.1.1 that includes #1327 so the minimal joblib version can be bumped to 1.1.1.
