there is some documentation about how to start a new port of jnr?
What repositories need to be ported?
What are the steps?

I am working on a arm64 linux system with libmusl

You should probably start by porting https://github.com/jnr/jffi and https://github.com/jnr/jnr-ffi before doing anything on jnr-posix. See the recent DragonFly BSD support:
