Custom folder icon 2.11 fails tests as noted in

• Revert custom-folder-icon 2.11 update #2806

As a result, the dependabot configuration was updated to exclude that release. Once a new release is available that resolves the issue, the dependabot exclusion can be removed.

Reproduction steps

1. Run automated tests with the command:

LINE=2.426.x PLUGINS=custom-folder-icon TEST=JobDSLConfigurationTest bash local-test.sh

Expected Results

1. Dependabot updates for custom-folder-icon should again be processed and outdated releases of custom-folder-icon should not be mentioned in the .github/dependabot.yml file

Actual Results

Dependabot is currently excluding 2.11
