Summary

The default behavior regarding orphaned items for all Jobs of infra.ci.jenkins.io is to wait 1 day before removing orphans items (e.g. pipelines for multi branch folders and builds for pipelines):

We want to change this to remove immediately orphaned items AND to abort build:

This new behavior would help us to stop using resources when a PR is merged (particularly on packer-images which uses a bunch of VM agents AND packer VMs) and limit the amount of running jobs (and GitHub API requests).
