Summary

when ci.jenkins.io is down, this job failure imply the failure of https://infra.ci.jenkins.io/job/docker-jobs/job/plugin-site-api/so this build should be moved on infra.ci.jenkins.io

the proposal is to add a jenkinsfile dedicated to this generating build as a secondary pipeline on the main branch.
