Clean up templates and standardize titles, headers, etc. in preparation for new languages.
Add i18n

Design refresh
- Considering stuffing all debug data in a JSON format and dynamically creating toolbar via Javascript client side (similar to Firebug Lite).
  - This could also easily enable theming… no hard-coded HTML or CSS classes, just drop in a new JS file.
