Create scaffolding text and UI elements as new material is added

This repo contains a variety of issues specifying net-new material— these will need scaffolding text and UI elements added as part of their respective implementations.

This issue is a placeholder for that work for the sake of project planning; it'll be broken out into separate, more specific issues (for research, visual design, coding, user testing) as work progresses.
