PHPUnit 8.3 isn't working well with PHPDBG

There is a report that PHPDBG isn't going supported in PHPUnit 8.3 moving forward. Quoting on Sebastian Bergmann:

Because of PCOV and its significant performance improvements not only over Xdebug but also over PHPDBG I do not care enough about PHPDBG anymore to debug problems such as this one.

• Process Isolation does not work when PHPDBG is used sebastianbergmann/phpunit#3772
• Try running PHPUnit like Infection does Ocramius/ProxyManager#483

I'm not entirely sure exactly what, and if, we have to do about this situation, but this is a certain usability concern. E.g. we may have to stop recommending running Infection with PHPDBG since it won't exactly work every time.
