External documentation release builds should trigger a main docs release #6590

After an external repository's (appui/presentation/etc) docs are built, a docs release should be triggered. As long as the external build uses the latest published artifacts from each repository, the external build can publish its combined artifacts for the docs release. Not entirely confident this will work, but it would save us time and manual effort.
