One of the ways that we can make via more frictionless is to keep an active list of pages that are being sent to via, but blocked because they are not yet allowed. We can then apply strategies to help increase the metabolism of approval. But at least support and other teams will have this list-- possibly with information about how many times and over what period of time via has attempted to proxy the page.
