[example] image classification example requires newer datasets version

What does this PR do?

The DeepSpeed + Transformers integration tests are showing issues with this example. We install datastes >= 1.8.0 in the requirements.txt for this example. However, in running the example it requires datasets.Image() which wasn't introduced in datasets until 1.17.0 (as far as I can tell). This PR bumps up the min version to one that works with the example.

We also are seeing issues with some of the examples with the latest datasets release but will file a different issue for that.
