[UI BUG] Collection item buttons unavailable on resize

Description

When resizing the browser window I've experienced some issues with the control buttons i.e. alter order, add note, delete item, etc. of each collection item disappearing and being unavailable.

Below is an screenshot on what's shown in full screen mode:

And, as you can see in the following screenshot, those are no longer there, one the window is resized:

In case the following information is useful, I'm using Arc (based on Chromium) as the browser, and using a 14 inch display, and the issue can be reproduced when I resize to half-screen vertically.

Hi, do you hover the card with your mouse? this is how the icons appear (there are not visible by default).

I think for very small screens, i.e. under 1020px, we stop showing on hover (e.g. I was able to replicate on resize or by having two pages side by side)
