CI tests failing in setup phase

@jdolitsky Any ideas? I wasn't able to reproduce locally doing:

docker pull ubuntu
docker run -it ubuntu bash
apt-get update
apt-get install -y apt-transport-https ca-certificates gnupg-agent software-properties-common curl python3-pip
pip3 install --user virtualenv

@marckhouzam not sure.. seems simple enough for us to just add a pip3 install --user setuptools prior to the other pip command
