Got forbidden error with v1.3.2

Not sure what is going on, but just run into forbidden error

This is my config

      - uses: hashicorp/setup-terraform@v1.3.2
        with:
          terraform_version: 1.0.0

Same here, we could apply with same code in the morning but now it is forbidden. any bugs?

For whom seeing this issue, revert all the github action upgrades would do the job (at least for me)
