Convert remaining uses of gracefulswitch to use gracefulswitch.ParseConfig and not SwitchTo

Follow-up work for #7035: convert other uses of this package.

When that is done, delete the SwitchTo method on gracefulswitch.Balancer (keeping switchTo) and also delete BalancerConfig:
