Can civicbot revise evidence direction and clinical significance for all predisposing evidence to NA?

Recall that we already changed the CIViC data model so that these would always be set to N/A for predisposing evidence. Furthermore in the UI today, if you go to create new predisposing evidence, N/A is the only option given for evidence direction and clinical significance.

The high level reason for this is that when following the ACMG guidelines, clinical significance should be assessed across the published evidence and taking into account additional information that does not come from publications (e.g. GNOMAD population frequencies). So it only make sense to set these when it comes to creating an Assertion.
