What would you like Teleport to do?

When running local diagnostics commands, like tctl fido2 diag, tctl doesn't need a remote connection.

What problem does this solve?

Historically tctl always acted on remote resources, but recent changes added local-only diagnostics commands that don't need those connections (see #41558).

If a workaround exists, please include it.

No workaround.
