To repro, in any scenes app:

  1. Be in a non GMT time zone
  2. Select an absolute time range via picker
  3. Reload page
  4. Open time range picker, see that inputs have utc value offset by your time zone offset
  5. Click apply without modifying anything - selected time shifts by utc offset
