RFC: Graduate Counters & Lists (CountsAndLists feature flag) to Beta

@markmandel, @igooch and I believe that Counters & Lists, currently in Alpha under the CountsAndLists Feature Gate, is ready to be graduated to Beta in the 1.41 release (shipping 2024/06/04). After the 1.40 release ships (2024/04/23), we'll go ahead and flip the gate.

As a reminder, the feature gate promotion process for an API feature is primarily about our confidence in the APIs. If you have an objection to the current APIs, please comment here.

Just noting, I'm seeing a stack of

	// [Stage:Alpha]
	// [FeatureFlag:CountsAndLists]

and similar in a bunch of places in yaml files and go files.

This might get updated later -- but just wanted to highlight to keep an eye out in case to make sure it doesn't get missed.
