[bug] release-please opens a new pr with *all* changes after the last one has been merged #2235

Steps to reproduce

Situation

We've set release-please up the following way:

and it works 99%. But, after we release something, like with teutonet/teutonet-helm-charts#796, release-please opens another PR which includes all changes for that component, see teutonet/teutonet-helm-charts#810 via https://github.com/teutonet/teutonet-helm-charts/actions/runs/8099257224/job/22134582665.

Maybe this has something to do with https://github.com/teutonet/teutonet-helm-charts/actions/runs/8099257224/job/22134582665#step:2:34 ?

I am also having this same issue with the GH action: https://github.com/justinthelaw/repository-template

In addition, it seems that it starts to repeat the same release over and over again, without actually pushing up a new release tag.
