grr_api_client to Werkzeug 2.x

Using the API client from a custom Flask application.

Describe the issue
Using grr_api_client in a Flask 2.x application results in versioning conflicts, as grr_api_client depends on a relatively old version of Werkzeug:

Could we update grr_api_client to Werkzeug 2.x?
