Actualize/improve documentation about installation process (go toolchain) #1020

Installation using go environment is too tricky and did not covered by clear documentation.

It is not possible to install migrate CLI using 'go install' only.
I have to clone whole repository locally and build CLI tool.
I've tried to avoid it by using the instructions from documentation but they are totally outdated.
