Description

Request for Vela to process and create builds for pull_request_review submitted webhooks.

Value

Some users may have specific processes that they want run only when a PR review has been submitted, likely with logic on approved vs changes requested

Definition of Done

• PR Review Submitted events are processed and turned into builds
• Whether the submission is an approval or not is baked into the ruleset maybe? Something to think about. The status should be in the environment either way.
