I recently developed a fontforge python script named AutoMark

AutoMark could add opentype mark feature and Anchor placement fully automatic for Arabic glyphs(letters, marks and part of ligatures in both Unicode/predictable non-Unicode forms) with customisable parameters and placement preferences.

AutoMark also could easily developed to support other scripts. needs contributions

I also think AutoMark could developed as a fontforge plug-in but i don't have enough coding skill to do that, so please feel free to bring your ideas, i appreciate any action to make it better.
