Final ci hangs #701

Noticed CI hangs indefinitely even when all checks pass because the final ci check hangs. First saw this here: #694. Got around this by pinging an admin to merge, but that's friction we should remove.

To resolve this issue make it so that green ci allows non-admin to merge.
