GitHub release assets upload often fails #11

Release assets upload sometimes fails. Different GitHub actions for this task are supporting this case in different ways, see e.g.

marvinpinto/actions#341
softprops/action-gh-release#181
softprops/action-gh-release#189
softprops/action-gh-release#187

Keep track of the upstream progress on this task, and consider switching from marvinpinto/action-automatic-releases to softprops/action-gh-release if the latter will offer better support for this case.

We switched to ncipollo/release-action which offers 3 retries in case of asset upload failure, because marvinpinto/action-automatic-releases seems abandoned.
