Wallet client doesn't handle RBF deposits

When a deposit transaction uses RBF the new txid is not monitored. This prevents users from being credited once the RBF transaction is confirmed.

We prioritized fixing another issue we discovered that prevents the wallet from recognizing change outputs (#5298). I'm currently working on this and will hopefully have a fix ready next week.

@benthecarman I see in the referenced issue the federation is shutting down June 6th. I don't know if there will be enough time to cut a releases with the fix since we're still working through the release cycle for 0.3.2.
