Database work - add aggregate data of schedule A and B for National party accounts

What we’re after

Create materialized view to hold aggregate data of contribution(schedule A) and disbursement(schedule B) for National party accounts. This mv will be used for national party committee profile page.

• Add migration file
• Add it to daily refreshing task
