Citation autosuggest broken

What we’re after

When using the Advisory opinions citation search filter, the citations autosuggest is not populating. It should provide a list of regulatory and/or statutory citations to choose from. This is necessary in order to execute the search.

This is an example of the /legal/citation/regulation endpoint returning an empty list. https://api.open.fec.gov/v1/legal/citation/regulation/100.13?api_key=DEMO_KEY
