Add ADRs and AFs to global legal search

What we're after:

The search across all legal resources on the legal resources landing page needs to include Alternative Dispute Resolutions and Administrative fines.

Action items

• List new legal searches according to mockup
• Change title on global legal search to "Search across legal resources" - remove "all"
• For legal search titles that need to wrap, tighten up the line height so they look like separate names. Currently they blend together. Suggested: 1.4

Completion criteria

• ADRs and AFs are now searchable from the global legal search
