Issue

The lock-threads workflow was added with #3679 and it did a mass of locking after it was first implemented, however it seems to have given up? I haven't seen it flooding the org activity for a while.

As an example, #3522 has been inactive for longer than 90 days but is still unlocked.

It's being run. Maybe change the log-output to true?
