[CI/BUG] Upper Bound on flake8

Describe the bug

We' having CI trouble due to a recent flake8 update (to v6). The specific issue appears to be in flake8-copyright and I've opened an issue:
savoirfairelinux/flake8-copyright#19

Pending resolution, I have a PR to place an upperbound on flake8. This should be removed when the upstream bugs are ironed out.

Looks like they're fixing it, there's a PR out: savoirfairelinux/flake8-copyright#20
Once they have a new version we should be able to remove the upper bound 🙂
