Implement Bitbucket Server's Rate Limiting

Bitbucket Server has rate limiting. The rate limit starts with a bucket of say 50 requests and the bucket refills at 4 requests per second. I setup a smooth rate limiter with 4 requests per second. Sadly, this means I can never take advantage of the 50 requests. Please create a rate limiter that implements Bitbucket's rate limiting.
