We may inadvertently release old source files (or ones under different case on certain file systems) if we do not clean the target compile directory first.

Maybe use rimraf so it's useable on windows? Or is our development environment not working on windows anyway?

I'm pretty sure our development environment is virtually useless on windows barring more PRs like #2309.

I think using Git Bash or PowerShell go a far way, though.
rm would be respected by Bash or PowerShell, but maybe rimraf would be better for CMD.
