Refactor the meta/ repository to point to our Team Compass, and to be more "external facing". #857

Context

Now that we have a team compass (https://compass.executablebooks.org), we should re-work our executablebooks.org page to be more of a "landing page" for the executable books project. This will make it friendlier to external people interested in learning more, and can help distinguish internal team documents + policy, and external-facing information about the project.

Proposal

I propose that we move content in meta/ and team-compass/ to match their new roles. This has already been discussed elsewhere so my goal in this issue is just to provide a framework to help us know how to move things around.

meta/ (executablebooks.org) is an external landing page for the project. It should:

  • be geared towards external people that wish to learn more about the project
  • be a more user-friendly and condensed description of the policies and tools we have elsewhere
  • provide a high-level understanding of our stack and organization
  • be a router to other places with more information
  • have "blog-style" updates

team-compass/ (compass.executablebooks.org) is an internal policy page for the project. It should:

  • define our team policy
  • define our organizational structure, roles, etc
  • provide resources for pre-existing team members, as well as resources to help others contribute and become team members

I took a first stab at this and have two draft PRs to make the move...will keep working on them and ping here when it's ready, but posting them now in case anybody wants to take a look
