I'm new to python and it's packaging ecosystem ... I was expecting to find all the tests in the package that's distributed from pypi.org ... is this a reasonable expectation?

It looks like the tests are explicitly excluded here.
@chrisjsewell Is there a particular reason tests are excluded? Linux distros generally prefer to use pypi source for Python packages and they also like to run the package test suites to given them confidence that things are setup correctly. As far as I can tell excluding tests/docs decreases the source archive size by 20kb (from 61.9KB to 41.7KB) which is such a small difference that I'm surprised you bother doing it.
