Add feature in _config.yml to change sidebar logo URL #2139

Context

Currently, in Jupyter Book, clicking on the sidebar logo redirects users to the home page. However, in some cases, users may wish to customize this URL to lead to a different page, such as the organisation page or specific webs. I propose adding an option in the _config.yml file that allows users to specify the URL they want the sidebar logo to link to when clicked.

Proposal

A new parameter could be added to the _config.yml file, for example:

sidebar_logo_url: "https://example.com"

Users could edit this parameter to specify the desired URL.
