Added a file outlining conventions for package.json to keep script names consistent across packages, per #14827
Is there anything you'd like reviewers to focus on?
Proof read and let me know if anything is unclear. If you have any suggestions on improving or extending the standard, I'd love to hear them, but I'm a little worried this will get stuck in analysis paralysis. Once this PR is merged, we can move on to the real work of updating package.json scripts to make them consistent.
