Fixes #15091

What changes did you make? (Give an overview)

Fixed the code that finds the closing paren of ArrowFunctionExpression params to works the same as the code that finds the closing paren of FunctionDeclaration and FunctionExpression params. That should avoid finding a wrong paren in a typescript code with return types.

Is there anything you'd like reviewers to focus on?

Marked as feat because this bug fix can produce more errors due to finding and checking the paren that should be checked instead of a wrong one.
