What changes did you make? (Give an overview)

This updates the website generation script to preserve URL fragments that appear after stripped .md extensions.

I manually tested this change by running npm run gensite and observing that the resulting URLs had fragments. I'm hoping that we will have an automated test setup for this logic at some point (see #8489).

Is there anything you'd like reviewers to focus on?
