ESLint v4.19.0 has been released.

We had some trouble with GitHub pages during today's release -- the site wasn't building for awhile, and we couldn't reproduce the issue locally. We ended up fixing the problem by switching to the github-pages gem, but we're still not sure how the previous setup was broken.

As usual, please only merge semver-patch changes until we determine whether a patch release is necessary in a few days.

No patch release was needed. This concludes the v4.19.x release cycle.

As discussed in #10041, the next release cycle will be for a v5.0.0 prerelease. This means that breaking changes can now be merged into master.
