uvicorn 0.23.1 doesn't terminate properly on ctrl-c in WSL

Hi all.

I just moved from uvicorn 0.19.0 to 0.23.1. I'm running a FastAPI app in WSL for local testing. I notice when I hit ctrl-c to terminate my running instance, it takes up to 30s for them to stop running. I see this in the console:

I back-tracked my versions of uvicorn and found out that only 0.19.0 works properly - terminates instantly. All versions after 0.19.0 exhibit the issue above.

Help?
