0.48.0 breaks in apps that use ember-cli-babel's includePolyfill #1041

#1035 causes breakage in apps that were explicitly setting:

 'ember-cli-babel': {
      includePolyfill: true,
    },

in ember-cli-build.js

The error message looks like

Cannot find module './vendor/babel-polyfill/polyfill.js' from '$TMPDIR/embroider/bc5d06/node_modules/@embroider/synthesized-vendor'

You can workaround by removing the includePolyfill setting until we have a fix.
