the way we do eslint configs needs to be updated to be eslint-9 compatible, which is overrides only
and when doing overrides-only, we are than able to have a single lint config which works for all situations for ember projects 🎉
I need to update it to actually work with eslint 9 / prettier 3 tho
it was just "eslint 9 in concept", but still using the eslint 7/8 style config
