Preflight Checklist

Problem Description

Refs #30884.

We should add a proper implementation for navigator.fonts functionality. As of #30930 we make it such that it doesn't crash but doesn't work.

Proposed Solution

As we're in the process of adding varying FUGU functionality (see: WebSerial, WebHID, display media) we should coalesce around a consistent permissions model for these types of APIs and then use it to implement this properly.
