feat: babel support new syntax and fine tuning compile

• Bump babel ecological packages version

• Drop plugin-syntax-dynamic-import as it has been included by @babel-preset-env by default https://github.com/babel/babel/blob/master/packages/babel-preset-env/src/available-plugins.js#L69

• Add @babel/plugin-proposal-nullish-coalescing-operator and @babel/plugin-proposal-optional-chaining for out of box using.

• Add externalHelpers: true to babel-plugin-transform-async-to-promises, it could avoid helper function import bloat. https://github.com/rpetrich/babel-plugin-transform-async-to-promises/pull/57/files#diff-04c6e90faac2675aa89e2176d2eec7d8

• Add some types for rollup-plugin-babel
